WikiLeaks: U.S. saw Moscow mayor as corrupt

Ousted Moscow Mayor Yuri Luzhkov presided over a “pyramid” of corruption in the Russian capital that the Kremlin tolerated for political advantage, according to a document released by the website WikiLeaks on Wednesday.
